Court-sworn experts in action for HOTSPOT analyses and training courses for traffic engineering experts in Austria

Abstract

In Austria, all accidents involving personal injury are recorded by the police in a UDM database, whereby the accidents are recorded precisely by location, types of accidents and directions and many other accident parameters and causes. All accidents can be evaluated at the push of a button using the latest EDP-programs.

 

With special query windows and circle queries, accident clusters (HOTSPOTS) and / or larger accident areas with similar accidents or accident causes can be extracted and analyzed in Austria.

 

In the course of the presentation, the author presents current individual accident HOTSPOTS and causes of accidents with photographs and films and so-called collision diagrams, whereby the causes of accidents can be easily clarified given the current accumulations of similar accident types and directions.

 

In Austria, but also in other countries, these analyzes are mainly carried out by traffic and road technicians (or the police), who tend not to have the tools and knowledge of court experts.

 

Based on practical examples, it is clearly shown how important it is that all methods and analysis programs used by court experts also have to find their way into HOTSPOTS for local accident research.

 

The demand is made that court experts, not only in Austria but in all EU countries, should be used much more in the holistic investigation of the causes of accidents at HOTSPOTS, but also for TRAINING by a wide variety of road experts.

 

The lecture will also present the most important practical training topics that are currently in use in Austria, in order to be able to pass on the practical knowledge of the accident experts to traffic and road technicians (road traffic safety experts), so that this presentation will be important for other EU countries also.

 

This involves the transfer of knowledge for the remediation of hotspots, for road safety audits, i.e. checking plans from the outset, for road safety inspections, i.e. analyzing danger spots before further accidents occur i.a.

 

The lecture refers to the Austrian Accident database and hotspots locations in Salzburg, Graz, Villach, Linz and Vienna. All analyzes are referring to vehicle accidents, pedestrian- and cyclist-accidents with personal injuries. All dates originated from the DATA-BASE of the Federal Ministry of the Interior and were registered from the Police.

 

For all Hotspots detailed accident analyzes and also technical documentations about the scene of accident were realized.

 

All places were documented by photographs of the relevant driving routes and, where necessary, by videos and eye-tracking videos.
