Road safety audits and road safety inspections in the secondary network are important logic components for accident prevention and accident investigation

Abstract

Road Safety Audit (RSA) means that all traffic planning is checked before realization with the eyes and knowledge of accident experts. Road Safety Inspection (RSI) means the event-related inspection of roads during operation with the eyes of safety experts at dangerous points before further accidents happen. The EU has prescribed RSA and RSI for motorways for years. Only in recent years EU experts realized that RSA and RSI are important topics for accident prevention, especially in minor road sections, where many accidents occur. In the paper, the Austrian RSA and RSI guidelines, that have been in use for years, will be explained, with particular reference to the key targets of “no additional staff in public sectors, no additional costs for authorities and also the use of synergy effects” for practical handling.Therefore, in the future, the accident-areas and crossings in minor road sections throughout Europe should be carried out by inexpensive RSA tests of plans and RSI tests of dangerous road sections, whereby in future the safety experts of the EVU should also be involved with all methods of accident analysis to prevent accidents.The paper will also show practical examples of RSA checking of maps and proposals and RSI testing of dangerous road sections in Austria.However, it is also presented how corresponding training courses can be operated easy and inexpensively by using the expert knowledge of EVU experts in synergy on minor road areas and sections.The reason for these EU-demands is to minimize the number of fatalities and seriously injured and is the base to involve the expert knowledge of the EVU experts in the work of accident prevention more than before. Selected examples from Austria for education and training courses in RSA and RSI will show the practical possibilities of handling.
